The positions are located either in the Office of International Affairs (OIA) or the Office of Policy Analysis and Development (OPAD), National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce. NTIA is theprincipal adviser to the President oncommunications issues and policiesand represents the Administration before the Federal Communications Commission. It is the only Executive Branch agency with a core mission to protect and promote the Internet, digital economy, and the innovation and economic value it fosters. Domestically and internationally, OIA and OPAD promote the multistakeholder approach to addressing Internet policymaking and governance issues, which involves the full inclusion of all stakeholders; relies on consensus-based decisionmaking; and operates in an open, transparent, and accountable manner.
OIA=E2=80=99s mission is to formulate the Administration=E2=80=99s telecomm= unications and information policies, goals and strategies, and is the Executive Branch expert on issues relating to the Internet=E2=80=99s domain name system. OIA represents the U.S. government in many different international, multilateral, and bilateral discussions in which global telecommunications and information policy is debated and developed. The OIA position will focus on telecommunications and information policy for Asia.
OPAD=E2=80=99s mission is to formulate the Administration=E2=80=99s domesti= c information and communications technology goals and strategies, and is the Executive Branch expert on issues relating to Internet policy. OPAD participates in many different domestic fora in which telecommunications and information policy is debated and developed.
Both directly and working in conjunction with the Internet Policy Task Force (IPTF) of the Department of Commerce, OIA and OPAD play complementary leadership roles in the IPTF, in particular with respect to privacy and the global free flow of information. Both Offices collaborate and engage on other IPTF related public policy issues such as broadband deployment, copyright, cybersecurity, law enforcement matters, and innovation in the digital economy.
This vacancy may be used to fill other Telecommunications Policy Specialist/Analyst positions within NTIA. Duties
Addressing issues arising from global expansion of information and communications technology (ICT) and infrastructure. This will involve analyzing and making recommendations on domestic and global policies needed to ensure access to the Internet, to promote innovation, and to foster the growth and development of Internet applications and services.
Promoting and developing consensus among on technology developments with potential impacts on current international policy/regulatory regimes.
Promoting the implementation and outreach for the Organization of Economic Cooperation and Development (OECD)=E2=80=99s Internet Policy-making Principles=E2=80=94IPPs.
Providing advice and assistance to management in applying NTIA policy and to Executive Branch agencies on issues related to the domestic and/or international telecommunications activities. This will also involve coordinating the formulation of associated policies.
Maintaining liaison with other governmental and private organizations involved in Internet, and information technology matters particularly those related to the Internet.

Qualifications
