Paul Rodriguez is the Deputy Director for Operations in the Office of Minority Health (OMH). He brings extensive federal sector experience in the areas of organizational development, recruiting, budget management, personnel and performance management, project management, training and development, and other business management operations. His background and interests center on improving the effectiveness of employee populations to further the mission of OMH and HHS.
Paul joined the OMH Office of the Director from his post at the Substance Abuse and Mental Health Services Administration (SAMHSA), where he worked as a Supervisory Management Analyst and Chief of the Human Capital and Business Management Branch (HCBMB) in the Office of Financial Resources (OFR), Division of Management Services (DMS). DMS supported the SAMHSA Centers and Offices in the areas of human capital and human resources. HCBMB provided guidance and leadership in implementing process improvements, strategic planning, organizational development, and other business management initiatives. As a Senior Staff, Paul provided guidance and direction in human capital, employee engagement, learning/education/development, and labor and employee relations/equal employment opportunity (EEO). Before he arrived at SAMHSA, Paul worked the majority of his federal career in the Office of the Assistant Secretary for Administration and Management (ASAM) at the Department of Health and Human Services (HHS) in Washington D.C. and at the Program Support Center (PSC). He also worked with the Department of Commerce on the Decennial Census providing EEO services to regions across the country. Paul earned his degree in Criminology, Law, and Society from the University of California, Irvine.
