To add a second text layer you start the Text tool and click anywhere outside an existing text layer.
Since Gimp 2.8 you can have mixed font text in a single text layer. The text you create gets the defaults set by the Tool options, but you can select text like you would do in a word processor and change its font, size, and spacing using the on-canvas font widget.
