New York Attorney General Blasts NYPD Over Handling of Black Lives
Matter Protest

New York Police Department officers used excessive force in response to
a Black Lives Matter demonstration honoring Martin Luther King Jr. , New
York state Attorney General Letitia James said Tuesday.
Officers on Monday night arrested 29 protesters at the demonstration
outside City Hall in lower Manhattan, NYPD officials said. The charges
included disorderly conduct and resisting arrest, the officials said.
The protest, which drew hundreds of participants, began outside the
Barclays Center arena in Brooklyn and moved over the Brooklyn Bridge
into Manhattan, where officers clashed with demonstrators at City Hall
Park. Eleven officers suffered minor injuries in the incident, according
to the officials, including a captain who was struck by a bottle.
Ms. James, who last week filed a lawsuit against the NYPD over its
response to Black Lives Matter protests in New York City last year, said
Tuesday that videos circulating on social media showed that officers
acted too aggressively.
“Once again, we are seeing and hearing accounts of NYPD officers
infringing on the rights of New Yorkers,” Ms. James said. “The images of
officers using excessive force against peaceful protesters is alarming
and cause for deep concern.”
NYPD Commissioner Dermot Shea in a television appearance Tuesday
defended the arrests made by officers. “People need to have
consequences,” Mr. Shea said. NYPD officials declined to comment on Ms.
James’s statement on the arrests.

New York City Mayor Bill de Blasio, who has enacted a number of NYPD
policing changes, said that he had seen a few videos of Monday’s arrests
in City Hall Park. He said the police response was heightened because of
the Jan. 6 riot at the Capitol in Washington, D.C.
“It was a small protest, it was in close proximity to City Hall and that
was obviously a concern after what happened at the Capitol just 12 days
ago,” the Democratic mayor said.
“But the bottom line is a host of changes are happening right now at the
NYPD.”
The NYPD has made thousands of arrests in large-scale demonstrations
against police brutality and racism that have occurred in New York City
since the May 25 killing of George Floyd, a Black man, in the custody of
Minneapolis police.
Although the demonstrations have been mostly peaceful, violent
confrontations between protesters and police have sometimes occurred.
The NYPD’s response to the protests has been the subject of multiple
official investigations.
A report by New York City’s Department of Investigation in December
found the police mishandled some of the demonstrations. Mr. Shea said he
read the report and would incorporate its recommendations.
