The way the docs read this has nothing to do with the boot loader but it has to do with the EFI specification
If you put the EFI anywhere else, you have to drag the kernel images around, as you describe.

of course there is. For one the UEFI shell is a boot loader, and it is true if you set it up correctly you don't need a secondary loader
