A palette is a set of colours, which in GIMP can be given a name and saved and edited and so on.
When an image is in indexed mode, it has an associated colourmap that says, for example, a pixel with value "6" is really rgb(0.1, 0.9, 0.2).
A palette, if it's the right size (the right number of entries) can be used as a colourmap, but the two concepts are slightly different.
There's a dock (a dialogue box) that lists lots of palettes and users can add to them, edie them, delete them. So if you're doing an anime style illustration in "flat" mode, you might have a dozen colours you're switching between, and you can keep them all in a palette.
