The academic experience for remote learners in New York City public
schools this fall has fallen short in the eyes of many parents and
varies greatly along racial and socioeconomic lines, according to a new
poll released Wednesday.
About half of New York City parents of remote learners rate the
remote-learning experience as successful, with the low marks primarily
coming from parents of color, especially those who identify as Latino,
according to a poll conducted by the Global Strategy Group for the
Education Trust-New York, a nonprofit that advocates for equity.
The online survey was conducted over a six-day period this month and
included 800 parents whose children attend a public school in New York
state.
The data showed similar trends across the state but are more pronounced
at the country’s largest public school system.
The city’s Department of Education lauded efforts to reopen schools
safely for those who returned to classrooms, while acknowledging the
limitations of remote learning.
“We’ve dedicated extensive resources to improving remote education while
remaining clear-eyed about the limitations, and still firmly believing
in-person education is the best option,” said Danielle Filson, deputy
press secretary of the New York City Department of Education.
About 54% of the roughly 1 million children in New York City’s school
district have chosen to learn fully remotely, up from 30% in mid-August.
Those choosing hybrid, or blended, schedules typically rotate into
schools one to three days a week.
Remote learners are more likely to be from low-income families with
parents of color, according to the survey. About 62% of parents of color
said their children are fully remote, compared with 38% of white parents.
Some 66% of parents of remote learners were less likely to rate their
schools’ handling of the coronavirus positively. A student got a health
screening before entering a New York City school on Oct. 8.

About 73% of parents of low-income families, defined as those whose
total annual income is less than $50,000, reported their children are
exclusively learning online, compared with 46% of higher-income parents.
Some 66% of parents of remote learners were less likely to rate their
school’s handling of the coronavirus positively, giving a lower approval
rating than white parents, more affluent parents and parents of children
participating in in-person or hybrid learning.
“We hope education leaders heed the call of parents by taking action now
to improve the quality of remote learning and provide greater
transparency on issues such as access to teachers, technology, and
whether schools are supporting all students,” said Ian Rosenblum,
executive director of the Education Trust-New York.
Mr. de Blasio said this week that parents of children learning fully
remotely can opt to switch to the hybrid model only from Nov. 2 to 15.
