in April 70% of the tested people were positive (which is TRUE despite that at the time theyclaimed it to be about 30%!)

Today is it less and 2% and has been for MONTHS...which btw... might not be good if you want to control the mutations and stimulate some herd resistence
At the time about 8K people were tested for a 7 day average.
Today about 35K people are being tested, and yet we still have these low positive rates. There are other factors worth mentioning like the fact that testing was focused on hospitalized patients at this time, etc.

The WSJ journal reports today:
New York City is recording a slow and steady rise in Covid-19 cases, Mayor Bill de Blasio said Thursday, with health officials blaming some of the uptick on out-of-state travelers and indoor gatherings.
The seven-day-average positivity rate for Covid-19 tests in the city hit 1.92%, the highest since mid-June, the mayor said at a news conference. Meanwhile, the daily positivity rate was 2.70%, city officials said.
Mr. de Blasio, a Democrat, said the weekly average positivity rate was particularly worrisome after hovering between 1.5% to 1.7% from the end of September to mid-October.
