Everyone who works on GNU can and should represent the GNU project, so it’s in fact you who’s misleading other participants.
I specified the web site, nothing about who works on what. That website is not affiliated with the GNU project, nor does it represent the views of the GNU project.
You are also mistaken that one "should" represent the GNU project, we have never required members to share the GNU project philosophy. We hope they share the ideals of the free software movement, but they don't need to, nor do we request them to do so.

There isn’t yet since it’s not yet been adopted, but as the acceptance grows it eventually will be.
That isn't the case at all, nor how the GNU project is governed. I suggest you read:
