Obviously the mailing list is there for discussion.
In regards to GNU project governance, there is no question about it. You are trying to deviated, divide and conquer, but RMS is not going to stop any time soon to govern the GNU project.
FSF did not ask you nor anybody else, how to govern GNU project, so this question is out of any subject, it is not a topic, it is off-topic. FSF welcomes comments on the relation between the FSF and GNU. "Relation" does not mean governance, so far I know, FSF did not invite any comments for governance of the GNU project. Please see here: https://www.fsf.org/news/fsf-and-gnu as there is no mentioning of "changes in governance" as FSF does not have any mandate to do so. Also stick it in your mind that RMS is founder of the FSF, and still has fundamental powers over the FSF. Please see https://www.stallman.org where it says "I continue to be the Chief GNUisance of the GNU Project. I do not intend to stop any time soon." -- can you respect that? Can you stop trying to "take over GNU project"?
Can you make your own? Nobody is forbidding you. Make your own distribution. That tells you everything. You can write "social contracts" as many times you wish, if you are not asking the founder RMS for permission, you are disrespectful and should find some other place for disturbances, not the GNU mailing lists.
