Nothing changed there in regards to jokes. Montenegrin people use jokes about themselves, they find it funny too. https://www.youtube.com/watch?v=gBbQMIGcoWQ if you don't understand, you can see them giggling. The dialect says that they are Montenegrins.
Actually, I have never encountered anybody in that sensitive Balkan area who was over-reacting to any ethnically related jokes.
I have not seen any incident or event where somebody in Balkan area of former Yugoslavia would ever go after director, president, or founder, for reasons of telling some joke. It would be nonsense, and ridiculous to do, as everybody knows that joke is a joke.
Some jokes could be bad as you say, or hate speech. I just did not encounter that in public speeches. But I did encounter true hate speech before in time.
To understand the joke, one must be there, must understand environment, people, talk to people, otherwise it is very hard to understand it from distance. Then it will be very easy to make it "serious" and claim it was "offensive".
