There is no such apt command. There is an "apt dist-upgrade" (renamed in current versions to full-upgrade, I believe because it caused this kind of confusion) that is differs from the normal upgrade only in that it will remove packages if necessary to install new ones; it does not upgrade to a new version of the distribution.
Did you really do an apt command? Or update-manger or do-release-upgrade or something?
