Rubin,
As some one who has actually worked in Datacenters and has talked with electricians I can tell you a "minor voltage fluctuation" can mean one of several things all of which result in a power outage when you are talking about high voltage equipment. What is minor to the lights in your house is amplified many fold when you are talking about the third rail that powers the subways. Keeping that in mind and the the copious amounts of safety equipment involved there it would have triggers things to shutdown so from the MTA's perspective it did cause a power outage on their own post coned grid. In a data center it would have triggered the ups units to disconnect from the grid and possibly switch to generators, but due to the power requirement of the movers on MTA subway cars they don't have that option so yes their description was functionally accurate.
In short I do not see the point you are making

Yeah but that is bullshit, just like when they said that the whole
Atlantic Avenue complex was closed because of mystery power outage,
which ended up being just a minor voltage fluctuation a few months back.
The fact is that I finally got on the Q train and when crossing the
bridge you could see they had a dozen or more men on the B/D train track
on the Manhattan bridge combing it from end to end.
They are lyres.
How does a train have mechanical difficulty do such a degree that the
entire trunk has to shut down for 4 rush hour hours?
