I wish to make a different point on this matter, one I believe I've made
before but that appears to bear repeating: People need to learn to stop
assuming that Trump Executive Orders are real.
Seriously. Just about every time Trump has had a huge press event and
(in most cases) signing ceremony, the press takes the claimed decision
seriously and reports it as news, without bothering to check whether the
claimed action _does anything_. Upon belated examination, it very often
turns out that the order's language is so vague as to be meaningless in
the real world, or that it purports to take actions outside the
President's authority entirely.
Many examples could be cited, but one of them would be the Executive
Order requiring Federal monies to be denied to 'sanctuary cities'. The
order nowhere defined that term, hence it was meaningless from the
get-go, and also turned out to violate vast amounts of caselaw plus,
of all things, the Tenth Amendment, sacred to American conservatives for
hundreds of years.
It's no accidents that Dolt-45's most consistent roadblock has been the
courts, because they by definition are resistent to humbuggery on legal
issues.
Specifically about the Paris Accord, withdrawing from it requires a
four-year notification process. This vital fact was reported fourteen
paragraphs down in a _New York Times_ story, and then highlighted by the
ever-useful Palmer Report:

As Bill Palmer & co. point out, Trump's alleged decision decides
nothing. Withdrawing or not withdrawing would be up to whoever is
seated as President in January 2021.
Stop. Assuming. Trump. Executive. Orders. Are. Real.
He's a con-artist. He was always a con-artist. He's never been
anything but a con-artist, and now he's senile, to boot. Just like his
core constituency.
