Understandable, because they're a shared host. The only way SMTP spamicity reputation can be tracked is by the recorded behaviour of sending IPs, from which it follows that all users of a shared host are going to suffer SMTP reputation loss (for at least a while) from the behaviour of any seriously misbehaving user.
As to DNS BLs: They tend to come and go, work reasonably for a while and at some point become cranky and/or dysfunctional, and nobody with a modicum of common sense trusts any of them unconditionally or any single one of them to be authoritative.
And, by the way, I asked:

You asked for 'Opinions?' Opinions about what specifically?
And, I would also say, why are you seeking opinions? Opinions are rather debased coin at this point. Any damnfool has one, and almost all of them do. Wouldn't a bit of understanding be quite a bit more useful?
