You achieve that best with a source distro, such as gentoo.
The binary packages more or less require polkit, if you want it out you
likely have to recompile some packages without polkit support.

it causes storms of spawns with a variety of programs. I just can't deal
with it any more. It is so broken. I deleted it and when I logged in
this morning, the desktop lost its IP info. I had to run dhcpcd by hand.
I'm getting discouraged trying to get the network stack to stay up and
simple. How is the networks now set ip? I started wickd. I have to stop
wasting time on this fundamental 1990's network stack and set it up to
just turn on and run without ANY integration in user space.
