I don't know about that either. If anything, basic research is finding it harder than ever to get funding and the money for basic education is dried up. University centers and research facilities have become puppy mills for H1B visas, and library access has shrived up to nothing, on a pay by page and you can't copy anything restriction.
From where I sit, here in Brooklyn, it has never been bleaker and the gap between our inner city minority youth, hell, even our working class white families, and the upper parts of the research and educational systems haven't seen this kind of gap of inaccessibility since before WW2.
