In particular I download and use a lot of the course materials provided by MIT's Mathematics Department. Since I hold my graduate degree in Mathematics I use their course ware as a means of refreshing myself in topics that I may not have used in a long while.
MIT's Open Course ware is free and offered "as is". I don't know about other departments but the math department offers a variety of formats from video lectures, recommended textbooks, notes, recitations for most of the fundamental courses to more advanced courses consisting of little more than a recommended text and a students handwritten notes. The point being this is offered as a service to the public to download and use as one see's fit, for free and at no charge and no obligation. Under these circumstances I see no reason why the course ware should be under any obligation to provide a range of special access services. If this was a "pay to play" service then I could see issues raised over accessibility. But this is a free gift.
