I have greater confidence that Joe Canadian Voter can fruitfully insist
on CBSA reform than I do that Joe American Voter can fruitfully insist
on CBP reform, let me put it that way. Because if CBP became enough of
a domestic issue, the ruling coalition in Ottawa would need to fix it or
lose a vote of confidence.
South of the 49th parallel, no vote of confidence.

I think it's a really rare (maybe nonexistent) country where border
