Here's an idea: How about just not violating obvious (and prominently posted)
border regulations?

Canada Border Services Agency is accountable to Public Safety Canada,
which is accountable to the Minister of Public Safety, who is
accountable to the government of Canada that is accountable to the
Canadian electorate. If you think they need to be accountable to _you_,
then you probably need to rethink this entire 'visiting foreign countries'
notion.
