Look, you _cannot_ blithely bring food items into another country without concern about violating border regulations. At bare minimum, it's common sense to declare them on your entry form to make sure it's OK. In fact, that's a good general rule: If in doubt, declare the item on your entry form, and then you cannot be in trouble.
Canadian regulations for infant formula from the USA say these are fine:
Infant formula that is o commercially packaged o milk based or non milk based, (dry/liquid) formula o for personal use only o sealed o up to a maximum of 20 kilograms per person

I doubt very much that there's any prohibition whatsoever against bringing diapers, so I do not believe that part of your vague story, even a bit.
