Reasons why Guiliani had a fixation with using political power to attack black people could very easily be simple practical politics: i.e., seeing a wedge issue to dislodge Dinkins and grabbing it without caring who got hurt. That doesn't require racism, just irresponsibility and carelessness about the use of power.
I declined to speculate about why you have the same fixation, as I really could not possibly care less about your underlying motivations -- or Guiliani's either, actually. It has nothing to do with anything I care about.
