Oh, so you _do_ mean 'doing nothing' when you say 'active'. Thanks for
clarifying. Most people use the word somewhat differently.

It really would be appreciated if you cease acting as if you think I'm
really stupid, Ruben. This is not endearing.
Nothing about the US, UK, or UK Security Council & related inspectors'
standards required that Iraqi scientists and bureaucrats forget
everything it had learned in its 1968-1990 nuclear program. The
crucial question was whether Iraq still had, in 2003, either nuclear
weapons or an active nuclear weapons program. The inspectors found
none. They were correct. There was none.
So, fraud.
Separately and in addition, we know this was fraud because the people
involved in it have spoken out, e.g., about the shameful way Colin
Powell was told to trot out a pile of known horsepocky in front of the
Security Council on the eve of the long-decided-upon invasion, in the
belief that he had been given real, reliable military/CIA data that the
military, the CIA, and their treasonous masters Wolfowitz and Tenet knew
perfectly well was false.

To repeat, I have no idea what 'a state of the art jet proposition lab'
refers to in this context -- because, as usual, you provide zero context,
and leave everyone guessing what the hell you mean -- but I know for
damned sure, I say again, that such is not a weapon of mass destruction.
Because that's just not what the phrase means.
You want to go ahead and unilaterally _redefine_ that well-worn phrase
to whatever you want it to mean, go right ahead. But you aren't going
to impress anyone, and a bunch of us will either just roll our eyes and
ignore you, or (if we're bored) laugh and point.
