NYT article says Russia got permission to send a flight of bombers into Syria from an Iranian air base in Hamadan and get them refueled, there. It's unclear whether this is a long-term arrangement or a short-term one. But it's logical arrangement given Iran and Russia having the same aims in Syria but the Russians bringing an air-power ability that the Iranians lack.
It was extremely difficult to attempt to guess what you were talking about, as your reference to a 'warm water port' could logically apply only to Tartus, Syria, where Russia has had a naval base since 1971 (as I mentioned). Hamadan (historic Ecbatana) -- where Russia does not have a base, only a refueling arrangement that might persist or might not -- makes a rather unlikely 'warm water port', seeing that it's in west-central Iran in the foothills of the Alvand Mountains, 1,850 meters above sea level and about 400 miles from the Persian Gulf.
I am, as usual, unclear on how this 2016 refueling was masterminded by Secretary of State Clinton (2009-2013) or First Lady Clinton (1993-2001). Rather, it looks to me a whole lot like two sovereign countries persuing their self-interest. But perhaps this is another case of Clinton's scary orbital mind-control lasers at work.
