So, true story: My dad, Pan American Airlines Captain Arthur Moen, tried for years during the 1960s to get the FAA or the airlines to require reinforcement of the cockpit doors on commercial airliners. He pointed out that this was literally all that was required to end the string of hijackings.
Dad was killed in December 1968, age 47, by a defective B707, so his polite critique of industry half-assedness ended with him, but I'm sure he would have otherwise kept making that point all the way to the retirement that he never had.
Point is, as usual, there were multiple fsck-ups that made the Sept. 11 attacks possible, by a whole bunch of people.
Looking back to the 1993 attempt at blowing up World Trade Center building 2 by Ramzi Ahmed Yousef and Omar Abdel-Rahma 's gang that later developed into al-Qaeda, everyone who has been involved in that Clinton-era attack was efficiently rounded up by the FBI and, as far as anyone could tell, that was the end of that -- until 1998 when the actual al-Qaeda semi-organisation (more of a franchise than anything else) got going. Best intelligence estimates predicted them doing attacks in Saudi Arabia or Israel, though famously there were clues that should have been collected and assessed such as the attackers' airline training where they didn't care about learning how to land, which didn't happen because of agencies' unwillingness to share data and paranoia over revealing sources and methods.

One of those was when CIA special forces tracked OBL to a camp in Taliban-controlled Afghanistan, but the Administration didn't want them to take the shot for fear of killing UAE government officials also present in that camp at the time. The rest were chances to him him with a cruise missile that weren't taken because of delays verifying his presence, and concerns over major collateral damage.
I'm really not sure how Yemen fits into this, except it's where (port of Aden) al-Qaeda elements attacked the Navy destroyer USS Cole three months befor the end of the Clinton administration. The only diplomacy I'm aware of was the prior (Dec. 1998) diplomacy to permit US warships' refueling in Aden, which was a dumb move because of that port's abysmal security situation. But I really doubt that Yemen got even tiny amounts of administration time otherwise, because it's just Yemen.
I mean, Albright could have, I suppose, recommended an invasion of Yemen. Because that always goes _so_ well. Or bomb the hell out of anywhere in Yemen where we thought the attackers of the Cole might have been hiding out -- since bombing sovereign nations were not at war with always goes peachy-keen, too. But that would have been not Albright's call (let alone a conspiracy of Albright and the First Lady), but rather President Clinton's with the advice of counterintelligence czar Richard Clarke, State Department counterintelligence coordinator Michael Sheehan, SecDef William Cohen, CIA Director William Tenet, and SecState Albright. And I'm not clear on how declining to bomb Yemen back to the Stone Age over a criminal gang having carried out an attack in one of its harbours constituted 'deciding it wasn't important enough to prevent the WTC from being threatened by al-Qaeda' on the part of Albright, the First Lady, or anyone else.
