There's no 'checking for plastic bags' in/around California grocery and drug stores (in jurisdictions with bag ordinances). The stores just stopped giving out the 'free' [sic] flismy plastic bags and offering paper or thick-plastic bags for 10 cents, later 25 cents, for the rare occasion when you need them and forgot to bring one.
It all Just Works[tm] perfectly fine. No bag secret police is required or useful.
But yes, the University of California does need more campuses, for the simple reason that the population increased 75% and school capacity only 10%. Again, this really isn't brain surgery, man.
