That is an irrelevant comparison. Why did you need more campuses? You
build campuses when you need them and you build prisons when you need
them. That stupid 3 strike law was created by a population desperate to
solve a crime problem that was swallowing them, and the "petty" crime
problem was done with the knowledge that repeat offender especially had
much longer records that the plea bargains that resulted to far fewer
convictions than the courts would otherwise convict for.
And that is state level. I'm sure there is Municipal jails also. There
are about 40million people in California, FWIW.
