Well, then none would qualify, would they?
What is the basis for your belief, by the way? Swamp gas? Cosmic rays?
The proposed law says nonviolent offenses. I think we can trust Board of Parole Hearings to determine what a violent offence is. If they get it wrong, we can prosecute them for violating the law and send them to prison.
Anyway, Gov. Brown and the Legislature need to comply with the USSC court order one way or another. Pretty much everyone except you thinks this is the right way to go about it.

You want to write to Jerry Brown and tell him he knows nothing, go right ahead. I'm not stopping you.
By the way, the Board of Parole Hearings pretty much already paroled those during the earlier phases of attempting to comply with the USSC's orders.
