I don't believe there are any truly non-violent offenders that would be up for parole. It would be an excuse to put dangerous predators back on the street that plea bargained lower sentences and counts.
If your gonna error, error the other way and parole more people over 60 years of age and most of the white collar criminals who can best be punished with heavy fines and other civil means.
They can also parole all the men put in jail for failure to pay alimony and child support. They can parole anyone put in jail for contempt of court. Whatever. Anything is better than freeing minors convicted of crimes.
