No it is not. You always underestimate the principle of apathy.
Political systems need to be built to withstand the fact that 98% of the
time, the public just couldn't give a damn and those that do are crazy
and knee deep into a perverted world view.... like corporations,
liberals and special interests, for example.
When the public is motivated, something is really fucked up and the
result is usually Republican... but not always. FDR was such a protest
vote.
