While I understand your concern over booksellers using our Extra Charges system to extort unnecessary fees from buyers, in this case the bookseller has followed our procedures and policies while requesting the additional fees.
However, please rest assured that a pattern of order rejections and and inability to fulfill orders will negatively impact a seller's completion rating, which is closely monitored by our Security and Trust team. As outlined in our Customer Agreement, listings on AbeBooks.com do not become contracts until payment has been received:
"The Items offered on the Web sites are invitations for purchase orders, and shall not constitute binding offers to sell. Your properly completed and delivered order form constitutes Your offer to purchase the Items referenced in your order. Your order will be accepted only if and when the Bookseller sends an order acceptance and shipping notice to Your e-mail address."

I'm going to stop using the service because of the increasingly broad
use of this scam and your refusal to address. I don't have time to wait
a week longer to find out I can't get a book I need because the seller
is scamming me, underpricing things only to change the price in
mid-order
This is BS and a violation of basic business law. Once you contract for
something you can not then change the price.
