Actually a lot of them have cloud based offerings now, It's becoming fairly standard. If you think about it it makes some sense. Most companies run a security scan once a week (may be more but not usually). The rest of the week the scanner is sitting idle. You are also paying for either proprietary scanner software, or support (which includes weekly updates to the latest signatures) on an open source scanner.
If the scanner understands multi-tenancy then multiple companies can share the same scanner cluster, which means in theory the cost is significantly reduced, and no one in any of those companies need to worry about maintaining the OS or software on the scanners. The down side is the scanners themselves better be secure otherwise they become your biggest security liability.
