Is that the same as the source tarball? Looks to me as if that's here: https://dev.mysql.com/get/Downloads/MySQL-5.7/mysql-5.7.10.tar.gz

The COPYING file has a copy of GPLv2.
README says MySQL Server 5.7 is GPLv2 with the additional licence permission that MySQL client libraries may be used to create derivative works with _either_ GPLv2-compatible code _or_ with code under any of 28 open-source licences listed on http://www.mysql.com/about/legal/licensing/foss-exception/ .

Really? If you cannot understand dual-licening and granting of additional licensing permissions, this open source thing may not be for you.
