That does sound pretty dire. I hope you find ways to make things work. I'm not sure how to best advise you: You might need to just take a chance on some place new where you think you might be able to get by on whatever short-term work is available.
A survival job would not necessarily be in IT. (I've had horrifically bad luck getting IT jobs during downturns, and it's been touch and go each time.)
