I'd certainly never say that.
But I'd nonetheless say something based on my own experience that IMO is relevant. My deteched single-storey house has five smoke detectors plus the CO2 one: one detector in each of the three bedrooms, one in the dining room, one in the corridor. (All were already present when my family moved in.)
Logic dictates that I can't be sure the smoke detectors would sound unless/until I test them using actual smoke (else, so believing is an assumption). The 'test' button tests whether they can sound a horn, but doesn't test whether they correctly respond to smoke.
However, I do inadvertantly test the dining room one, almost every time I cook in my oven or use the stove for anything except soup or boiling things. In particular, every blessed time I use my wok, my family hears the dining room smoke detector go off, and says 'Hey, Rick's doing potstickers again.'
So, my experience is that this-past-decade smoke detectors with < 1yo batteries reliably _do_ sound when there's smoke. And also that they appear otherwise problem-free.
Being safe is a tougher loaf of pumpernickel than that, of course. But I've seen more than enough to be glad the detectors are there.
