I couldn't find anything to cite in Google, which makes me doubt my memory. My recollection however was that someone was observed. I thought it was the guy (former cop) known as the "LIRR vigilante": http://gothamist.com/2008/04/09/lirr_etiquette_1.php

The LIRR has started making the last car on some trains the "Quiet Car", but most of us (you included I presume) would agree that all of the cars should be "Quiet Cars", and the exception should be the "Noisy Car" at the end of the train. Just like the smoking car from the old days.
