Really then why cant it do some thing smart like recognize the mime encoding and use lynx or any one of the hundreds of C libraries for HTML/XML to format it in your terminal correctly?

The oldest version of the standard is from 1993 the one i sent you the link to is from 1996 the only updates to the standard since 1997 have been the addition of internationalization headers in 2008 and a revision to the internationalization headers in 2012.

Which one are you using? If a spam filter can be defeated by HTML in this day and age its got some serious problems.
