Like Kevin said, the only answer available to you in 2011 involves going over them one by one and at least sorting them into folders (within a program or the file system). Tags embedded in the photos are the best you're going to get, but it's going to be a long slog tagging thousands of photos even if you're tagging them in groups.
I spent several months getting through all of my photos a couple of years ago. It was worth it, but I shudder at the memory. It's not so bad now that I only have to do them as the photos are uploaded to my computer. And because the tags are stored in the photos themselves according to a standard, we're getting to the point where virtually everything knows how to read and usually add/edit those tags.
