The Mayor is already in office illegally, so somehow I don't think he much cares what anyone thinks. As for the MTA, be careful what you wish for. While I'd agree the MTA should be under NYC control, if you look around yourself right now, you'd be forgiven for thinking it wouldn't make any difference.
