One of the problems that I'm concerned about is that there were stations that were playing music over which SoundExchange has no authority, and I think the stations *do* have to pay SoundExchange for those. The other was that the royalty rates made it impossible for small stations to remain operational. I think it's still a big problem if there's a deal by which only the big stations can survive. That would be a "tragedy of the Internet" by mocking what's happened to traditional radio.
