That is sort of true. Quartz which is the basis of their GUI environment
(which is not X11 based) and the tools for developing for the GUI came
from NEXTSTEP however most of the core OS really came from the MKLinux
project.
other than the components related to the GUI most of NEXTSTEP and
OPENSTEP was scraped.
