Not really there is just a procedure.
you have to sell it for "fair market value" and the money has to be
added to the schools budget.
essentially it works like this
first try to sell it for its original price for one month.
second try to sell it to the highest bidder for one month.
third put it in the trash.
The trick is proving that you did all of this because the rule is meant
to prevent people for selling or "throwing out" school equipment for a
personal profit.
Most schools don't want to be bothered with the hassle so they just
throw it in a room somewhere.
The thing that occurs to me is that its really not that much of a hassle
as it use to be since eBay was created.
