The trick is proving that you did all of this because the rule is meant to prevent people for selling or "throwing out" school equipment for a personal profit. Most schools don't want to be bothered with the hassle so they just throw it in a room somewhere. The thing that occurs to me is that its really not that much of a hassle as it use to be since eBay was created.
