Unless they have an office in New York State, then no, they're not required by state law to do anything. As much as our new governor would like it to be otherwise, last I heard, neither he nor our legislature is allowed to inflict laws on those outside its borders. The Supreme Court of the United States has been painfully clear on this issue, twice now, and they're probably not going to be very amused when the "Amazon Tax" lands on their bench.
