The MTA was created as a "public authority" for various reasons, but the one you need to be concerned about at the moment is that it is largely unaccountable to anyone, by design. The politicians are taking advantage of this right now to avoid doing anything useful about the problems.
Ruben's not wrong about the MTA of course, but I don't think there's any possibility whatsoever that anyone's even going to being to listen to talk about doing away with the MTA. There's a ticking nuke in the room. The people responsible for putting the nuke in our fair city are the state legislature, the City of New York, and the MTA board. Given that the guilty are being asked to save us all from themselves, there is no possibility at all that they're doing anything in Albany right now other than looking for a slipcover to throw over the nuke so they can all walk away pretending there isn't still a nuke in the room.
