Its not just uptime its also a dedicated circut. All dsl circuts are over booked which meens that its most likely you will get the full bandwidth you pay for at any given time but its not garanteed nor is the uptime on your connection.
I once knew some one who got a Verison dsl and literaly had a 0% uptime. Verison even admited this but would not give her a refund because there was absolutly no garantee on the uptime or even that it would work at all. She quickly switched to a cable modem after that.
