That's unbelievably sick. I believe you, I've heard about the quota system from more than one person who works in the NYPD. I've also heard from the same guys disgust at what they work with. One guy won't even work the day shift because he is so disgusted with all the criminals. I asked him, "you mean the criminals come out more in the day?" he said "nah, the guys who work at the precinct".
Still, michael richardson was implying that he was afraid for his life. This doesn't sound like they murder or beat every person they come across. It sounds more like a tremendous amount of harassment at worst.
