Window Maker doesn't -- in part because it implements the public OPENSTEP specification derived from NeXTStep.
Imagine (most of) the elegance of NeXTStep combined with the freedom and long-term maintainability of open source. Or use Window Maker and the surrounding GNUstep library framework, in which case you don't have to imagine any more.
As to NeXTStep itself: Pity about that awful, sticky-looking, slow, inflexible, proprietary thing claiming to be its heir.
