We have people still interested in this despite the huge political barriers that the City has placed in the way. I've sent this on the the NYLXS mailing list. If you want to be serious about this, you should know it is a LOT of work. And not technological work, but lobbying, horse trading, begging and dealing with bureaucracy, entrenched interests and legal issues. Having paid people to do this 24/7 is expected by anyone dealing with the Department of Education, just to interpret and hand hold the city.
That being said, I personally HATE the idea of using LTS. Contacts start with Paul Robert Marino and Steven Milo.
