AFAICS, neither of the major .us parties are really adequately promoting measures that would result in an accurate vote count. The suspected deficienies in voting machine software is only one aspect of this, but this issue was raised well before Nov. 2004.
And laxity in this area seems to be pandemic. Vide Tony Blair's acquiescence in unregulated mail-in votes. (As reported by Theodore Dalrymple in IIRC CityJournal.)
