This was not my understanding. Comments appreciated.
The Open Source Definition applies to software licenses. "Free Software" applies to software. In one particular instance, I can think of free software which doesn't qualify as an OSD license simply because it's not a license: public domain.
Mapping OSD certified licenses to software, you come up with a class of OSD-goverened software. It is this set which is largely similar, though disctinct from, the set of software defined by RMS's free software definition.
